Federal Reserve Bank Manager -- Facilities Engineering & Operations in St. Louis, Missouri

TheManager, Facilities Engineering and Operationsis responsible for managing building mechanical, electrical and other infrastructure assets at multiple highly complex and secure facilities. The Manager, Facilities Engineering and Operations oversees a staff of skilled Maintenance Mechanics, Operating Engineers and licensed Professional Engineers who are involved in a variety of facility repair, maintenance work and capital project management assignments. * * Responsibilities* * * Achieve operational objectives by contributing information and recommendations to strategic plans and reviews; prepare and complete action plans; implement production, productivity, quality, and customer-service standards; identify trends and determine system and process improvements. * Recommends and manages annual operating budget and long-term plans and forecasts for major capital asset enhancement projects for building and operating equipment. Recommends actions or expenditures to meet operational requirements. * Conduct regular property inspections and condition assessment of capital assets. Prioritize capital projects to reflect critical needs and affordability based on data that is collected during inspections. * Develop and maintain design guidelines, standard operating procedures and preventative maintenance plans for building mechanical, electrical, fire protection and plumbing systems. Ensure that systems are up to code and regularly maintained and inspected and that thorough preventative maintenance records are maintained. * Provide oversight for both capital projects and ongoing services – including developing engineering solutions, cost and schedule estimates, preliminary designs, request for proposals, evaluating contractor submissions/bids, contract administration, developing service agreements, overseeing contracted work, work inspections, assuring project is completed in accordance with terms of service agreement and required documentation is delivered prior to project close-out and/or payment * Provide technical assistance to the Planning, Design and Construction team to ensure adherence to design guidelines, specifications and building codes. Reviews construction documents of consultants and staff members for compliance and constructability. * Ensures compliance with OSHA, state and local building codes.Evaluate hazards with respect to facility operations for safety, health, and environmental risks and recommend procedures and programs to reduce risks. * Manage theComputerized Maintenance Management System (CMMS) andensure information contained within the database is accurate, thorough and updated regularly. Utilize data to develop trends and insights that will drive continuous improvement in the site performance.

Qualifications * Bachelor's Degreein electrical or mechanical engineering or commensurate experience; Master’s in Business Administration (MBA) preferred * 7 years’ experience in facilities management * 5 years direct management/supervisory experience * Professional Engineer license preferred * Experience with CAFM and CMMS * Project Management, budget and capital planning experience * General knowledge of the following: * Mechanical Systems, including HVAC and Boilers * Electrical Systems, including UPS and Generators * Fire, Life Safety Systems * Plumbing Systems * Building Automation Systems * Ability to read construction drawings and specifications * Ability to set positive leadership tone through gaining respect of staff, peers and stakeholders. * Capable of coaching staff to increase performance while increasing/maintaining employee engagement. * Strong team leadership and outstanding interpersonal skill with ability to influence at all level of the organization * Demonstrated ability to deal with conflict in a professional manner. * Excellent written and oral communication and presentation skills. * Ability to analyze, prioritize effectively, problem solve and to work several tasks concurrently. * Comfortable making difficult decisions, a drive for results orientation and able to apply sound fiscal policy and accountability with both internal and external constituents * Travel (10%) Ranked as a Top Workplace, the Federal Reserve Bank of St Louis is committed to building an inclusive workplace, where employees’ diversity—in age, gender, race and ethnicity, sexual orientation, gender identity or expression, disability, as well as cultural traditions, religion, life experiences, education and socioeconomic backgrounds—are recognized as a strength.
